Makoni Rural District Council’s Chief Executive Officer Dr Edward Pise’s star and profile continue to rise phenomenally locally, regionally and internationally as his sterling work ethics are being consistently appreciated and rewarded. Dr Pise, a humble and down-to- earth administrator, was late last year conferred with an honorary doctorate degree by the United States of America-based Institute of Philanthropy. The doctorate degree is in Human Rights, Human Development and Philanthropy.

The conferment of the doctorate degree on Dr Pise is the icing on the cake on the illustrious work he has carried out during his tenure at the helm of MRDC, the biggest district in the country. Dr Pise has managed to steer the district council to dizzy heights despite many challenges. Dr Pise is credited for superintending over the development of Makoni, a diverse district which has areas requiring different attention and solutions.

Dr Pise has managed to use his vast experience in local governance to transform the lives of Makoni dwellers through the provision of required services to communities. Under Dr Pise’s leadership, MRDC has bagged several awards such as Corporate Governance, Gender Mainstreaming, Best Rural Authority and Organisation of the Year among many others.

During a party held to celebrate Dr Pise’s latest achievement, speaker after speaker showered him with praises, describing him as a rare breed of administrator who since joining the district in 1990 has managed to transform it tremendously. The party was attended by politicians, the clergy, fellow council bosses, businesspersons, lawyers and family members.  Dr Pise, who is also the chairperson of the Rural District Councils CEOs’ Forum, was described as a doyen of local governance whom other CEOs turn to for quality advice and guidance to run their authorities.

Mashonaland Central Provincial Administrator Mr Cosmas Chiringa, who worked closely with Dr Pise when he was the Makoni District Administrator, said Dr Pise deserved the doctorate degree as he had managed the council in a diligent manner that has impacted positively on ratepayers.

“Dr Pise is a focused and principled person who is straight forward. He is a strategist par excellence, a planner and a thinker of note. Dr Pise is a shrewd administrator, a practical, honest and analytical leader. He is a dependable asset in this district. Since his coming to Makoni District he has achieved a lot, not only for himself, but for the whole district,” said Mr Chiringa.

Guest speaker Senator Shadreck Chipanga said Dr Pise was a capable leader who uses his management skills to handle top politicians in the district.

“Dr Pise is a very patient person who is capable of working with all types of people including politicians. Makoni District from time to time has very big politicians at national level and Dr Pise being an intelligent administrator has managed to work well with them. He is an exemplary leader and other administrators should emulate him,” said Cde Chipanga.

In an interview, Dr Pise said the achievement was not his personal, to his subordinates at MRDC. He said without his subordinates’ valid input, the council would be in doldrums. He added that he would continue working hard for the betterment of ratepayers’ living conditions.

“I am greatly humbled by this achievement. It is rare for people whom you rarely know to recognise you in such a manner. In as much as I am happy with this development it will be wrong for me to say this belongs to me alone, but to the entire council staff.

“The doctorate degree is recognition of what has been happening within our local authority and they have validated our progress and the impact of our work on communities. We will continue to improve the way we conduct our business for us to satisfy the ratepayers’ who look up to us,” said Dr Pise.
